Victor Franklin Banks is the Political Leader of the Anguilla United Front (AUF) and a veteran politician of over 33 years, 28 as an elected representative, and 25 as District 4 Representative. He has been a Minister under three of Anguilla’s four Chief Ministers:
- 1981 - 1984: Minister of Social Services
- 1994 - 1999: Minister of Finance and Economic Development
- 2000 - 2005: Minister of Finance, Economic Development, Investment and Commerce.
- 2005 - 2010: Minister of Finance, Economic Development, Investment, Commerce and Tourism.
Banks, born on 8 November 1947, is the oldest of six siblings, born and raised in Anguilla, his father died when he was a teenager. He got his start as a teacher at the Valley Secondary School for 4 years (1964 – 1968) and then went on to college at The University (College) of the Virgin Islands where he graduated with his BA Degree in Social Sciences (Summa cum Laude) 1972. Banks graduated with his Masters in Political Science from the New School for Social Research NY in 1975. He went on to pursue his PhD and left NewSchool in 1979 with an ABD (all but dissertation).
Banks was the youngest Minister of Government ever appointed in Anguilla at 33 years old in 1981. He has achieved a lot for Anguilla in his time as a minister. One of his most rewarding accomplishments was working side by side with the Father of the Nation in the implementation of the Anguilla Social Security System. Banks is proud to have been able to take a leadership role in the design and management of the Hurricane Luis Rehabilitation and Recovery Project.
He was instrumental in the development of Anguilla’s European Transhipment Project and most recently the WallBlake Airport Expansion Project that has added tremendous value to Anguilla’s tourism product.
Banks is committed to creating a robust; stable and diversified economy for Anguilla that will create more jobs; more business opportunities; more investment; and less tax. He sees an opportunity to provide more social programs and facilities that will advance wholesome youth development in Anguilla. All in all, Banks is passionate about making our people more competitive regionally and internationally by developing that competence through education and training.
Banks lives in Sachasses. His hobbies are reading; listening to jazz; swimming and playing cards and dominoes. Victor enjoys attending Church and participating in the Men’s Ministry. |
