Age: 62

Education:

He is a graduate of the St. Mary’s Academy where he was student of the year on two occasions, and was also the winner of the Inter Island Scholastic Debate in 1969 and a junior table tennis championship in the same year.  He holds a Masters Degree in Business Administration (MBA) from the University of the West Indies.

Work Experience:

Employed for seven years with Chartered Accountant and Auditing firm of Coopers & Lybrand; Assistant Manager of Coopers & Lybrand; Managing Director and major shareholder of AC Shillingford; Member several sports teams including Cavaliers, Swansea Domino Club, Spartans. Founding member of the Carnival Organising Committee; President of the Dominica Association of Industry and Commerce; President of the Roseau Co-operative Credit Union; Chairman of the Dominica Stevedores Ltd; Chairman of the Dominica Agricultural Marketing Board;

Political Career:

After the elections in 1990 he was made a Senator in Dominica Parliament, and in 1995 became the Parliamentary Representative for the Roseau North constituency. He was appointed Minister of Finance, Industry and Planning in the new government formed by Prime Minister Edison James.

He is also a Former Deputy Political Leader of the UWP.

Candidate's Perspective:

I want to thank each and every one of you for allowing me the privilege of representing you during the last Parliamentary term. The Dominica Labour Party Government continues to make great strides in the development of our country and in the investment in our people and I am proud to have been a part of that team.

It will soon be time for you to choose a new Government and you must look to the future and determine who is best placed to provide the opportunities that you and your family need to progress.

I know that if you had to judge the Government solely on our past record that you would have no trouble in choosing us again, but you must also examine our plans for the future.

Are they sound? Are they achievable? Will they take you and your family forward?

Here in this constituency I have solid and exciting plans which will accelerate your journey to progress and the Dominica Labour Party’s focus in the next term will be on providing the opportunities for Dominicans to create and build wealth for themselves.

In sports and recreation we are going to build an indoor sports arena for volleyball, basketball, and netball in Stockfarm, and it is my intention to make it a multi-purpose facility for cultural events.

I am also going to lobby for relocation of the prison so that the land there can be incorporated as part of a larger sporting development of the area to include a 400-meter running track.

Negotiations are ongoing for a 120-room hotel next to the Aid Bank, which will provide employment and economic activity in the constituency and provide opportunities to residents offering goods and services to the hotel and its guests.

Of course we are going to build a new hospital on the existing site of the Princess Margaret Hospital, which will benefit our residents as well as the entire country.

There will be employment opportunities during the construction stage and opportunities in the medical field will open up for those of you trained in this area.

I am going to push for rebuilding of the Goodwill Secondary School and refurbishment of the playing field so that our young people can continue to benefit from a fine education.

All of the strong social programmes that provide housing and care for our seniors, education scholarships for our young and employment though the national programme will continue, but I am most excited by the new thrust towards the fostering of a new small business class by providing constituents with start up capital and business advice.

This programme can be a life changer for so many of you who have the desire to own your own businesses. I hope that you seize the opportunity with both hands.

I am asking you for your vote so that together we can continue to build a community of which you can be proud and to give yourselves the opportunity to benefit from the programmes of a new Dominica Labour Party Government.
