Cabinet Minister, Grenada
Gregory Bowen is a Grenadian politician and current Cabinet Minister.
Career
Gregory Bowen is a stalwart of the New National Party (NNP) since the party's formation. He currently serves Chairperson of the Party and continues to give relentless service in the party and Grenada's upper house.
An Electrical Engineer by profession, Bowen first attended the St. Dominic's Roman Catholic School followed the Presentation Boys College (PBC). After graduating from PBC, he embarked upon a teaching career at PBC and later at the Anglican High School. In 1976, he entered the University of the West Indies (UWI) St. Augustine, Trinidad where he pursued studies and obtained a B.Sc. in Engineering.
In 1979, Bowen joined the Grenada Electricity Services (GESL). Two years later, he demitted office in pursuit of post graduate studies in Canada where he obtained an M.Sc. degree in Engineering at the University of Saskatchewan. In 1983, he rejoined GESL at the rank of General Manager and pioneered many innovations that resulted in GESL being one of the most competent private sector organizations in Grenada.
He rejoined GESL in 1983 and was promoted to General Manager in 1985. During 1985-1994, he took GESL, the only generating transmission and distribution power company on the island, from a loss making entity valued at $15m to a profit making company valued over $100m. In addition, he is also credited for having led an ambitious rural electrification program which resulted in an increased percentage of residents gaining access to electricity which grew from 45% to 98% between 1986 and 1989.
His political career is showered with even greater success. In June 1995, following the decisive victory of the NNF, he was appointed to the Upper House of Parliament (The Senate) and joined the Cabinet as Minister for Communications, Works, Public Utilities and Transportation. In 1999, he was elected as the representative for St. George South East, retained his previous portfolio with added responsibility for Energy.
Between 1995-2003, given his portfolio and experience, he facilitated the improved infrastructure of Grenada to the tune of $380 million dollars; liberalization of the Telecommunications Sector which was once a monopoly thus affording diversion and access.
Bowen has also held the position of Deputy Prime Minister; Minister of Agriculture, Lands, Forestry, Fisheries, Public Utilities, Energy with special responsibilities for the Marketing and National Importing Board (MNIB).
Following the NNP's election victory In February 2013, Bowen was appointed Minister of of Communications, Works, Physical Development, Public Utilities, ICT & Community Development in the Keith Mitchell Administration.
