Sherfield Bowen
Former Parliamentarian, Antigua and Barbuda
Sherfield Bowen is a lawyer and former Antiguan politician.
Early life and education
Sherfield Bowen is a 1994 Juris Doctor graduate of Howard University School of Law, Washington, DC (with Honours) and 1989 graduate of the City University of New York, Lehman College, Bronx NY, where he received a B.Sc in Accounting (with Honours).
Career
Mr. Bowen practiced Law at the New York Law Firm of Bowen & Rutty, P.C. before returning to Antigua and founded Bowen & Bowen law firm with his then wife, Diron Rutty-Bowen. He is a member of the Antigua and Barbuda Bar Association, the Bar Association of St Kitts and Nevis, New York State Bar Association, and is admitted to practice before the United States District Court, the United States Tax Court, New York State and local Courts, the Courts of Antigua and Barbuda and St Kitts and Nevis.
Mr. Bowen is a former Member of the House of Representatives of Antigua and Barbuda, where he was elected to represent St. Phillip South. He served the Legislature as the Deputy Speaker. Bowen specialty is criminal defense, taxation matters, banking law and international practice.
In 2005, Bowen was convicted and sentenced to five years for manslaughter relating to the shooting death of 23-year-old Tessa Barthley. During his time in prison, Bowen was lauded as a “good inmate,” who taught computer classes, remedial reading and assisted inmates preparing for CXC examinations.
Two years later, the Court of Appeal quashed the conviction and ruled that the director of public prosecutions could re-indict and redo the trial since the matter is indictable. Bowen walked free on 21 June 2007.
