The Hon. Rawle Cyprian Eastmond, CHB
Former Cabinet Minister, Barbados

Rawle Eastmond is a Barbadian lawyer, politician, and former Cabinet Minister.

Early life and education

Rawle Cyprian Eastmond was born on 23 October 1952 in Holetown, St James, Barbados. He was educated at the St James Mixed School as well as Leacock’s Private School, Coleridge and Parry School, Barbados Community College, the University of the West Indies, the University of London, Hugh Wooding Law School, Heriot-Watt University, Edinburgh, and the University of Leicester.

Career

Eastmond commenced a teaching career in 1970 and among the institutions he served was the Cooperative High School, Coleridge and Parry School, St Leonard’s Boys, the Garrison Secondary School, and the Modern ‘O’ Level Institute. He conducted tutorials in Jurisprudence and Legal Theory along with Administrative Law at the University of the West Indies Cave Hill’s Law Faculty after graduating with honours from the of University of London.

A former attorney-at-law, Eastmond served as the Member of Parliament for St. James North for 22 unbroken yearsfrom 1991 to 2013 on a Barbados Labour Party (BLP) ticket. He served as Minister of Agriculture & Rural Development, Minister of the Environment, Energy & Natural Resources, and finally Minister of Labour & the Civil Service in successive Owen Arthur Administrations. Eastmond retired from active politics in 2013.

Eastmond has been a Justice of the Peace since October 1984. He has also authored five novels and at one time served on the Barbados Film Censorship Board.

Personal life

Eastmond is the father of two children.

Honours and awards

In 2019, he was conferred the accolade of Companion of Honour (CHB) in recognition of his service in politics, contribution to parliamentary debate and literature.
