Hon. David Mervyn Osborne

David Mervyn Osborne is a politician and a current Member of Parliament in Montserrat.
Early life and education
David Mervyn Osborne was born on 25 January 1962, to Mrs. Mary
Eleanor Osborne and the late Dr. John Alfred Osborne. David was educated at Langley Boarding School
in the United Kingdom following Primary and junior Secondary education in Montserrat.
Osborne returned to Montserrat to help his father build two of Montserrat’s three locally-built, steel-hulled cargo vessels, the Western Sun and Western Star 2. These vessels formed a thriving business, the Great Western
Shipping, trading in the Caribbean and helping the people of Montserrat with exports and
He also started his own trucking and backhoe services and participated in the
ash clean-up program during the volcano years. His sand mining business was destroyed by a
massive eruption in the Trant’s area.
He is now Captain of his own trading ship and applies his other skills in commercial activities mostly related to shipping, trading and instituting the redress of Montserrat’s import/export imbalance. He also has fun with motorbikes and sports car racing. By 2012 he owned his own cargo vessel.
In 2006 David entered active politics with the New People's Liberation Movement (NPLM) then
led by his father the late Honourable Doctor John Alfred Osborne. He was first elected in 2009
to the Montserrat Legislative Assembly. He was appointed Parliamentary Secretary, with responsibilities for Diaspora Affairs and Private Sector Development. He hosted the first-ever Montserrat Diaspora Consultation, appealed to the Governor for the sand miners to use the Port in Plymouth, and got a road cut to the Port.
Osborne successfully contested the 2014 general election for the People's Democratic Movement (PDM). He retained his seat in the 18 November 2019 general election.
